The reason for the action is due to her poor album sales. The singer's latest album 'Basic Instinct' only managed to shift a reported 40,000 copies in the U.S.
According to reports, Ciara’s next single off her Basic Instinct CD, “Turn It Up”, was

removed from the March 8 release schedule, which seemed to give life to the rumours that she was done at Jive. The report went on to say that the “Goodies” singer is believed to be negotiating a new record deal with Interscope Records.
Ciara’s statements to Gerrick Kennedy of the Los Angeles Times reportedly angered Jive label execs, particularly when she said she wasn’t bothered by Basic Instinct’s poor album sales, but she saw the future and money in touring.
It is either she was quoted out of context or she is plain funny because record label execs are more interested in album sales and for you to even embark on a successful tour you have to have corporate sponsorship. These sponsors will also need info i.e your album sales to know if you are a good investment and if you are worth their time.
